Leadership Development Programs

Focused on developing current and future federal executives, managers and leaders, the Graduate School leadership programs strengthen both individual and organizational performance. They offer long-term (three months to one year) career development programs for individuals at various government levels. Their programs provide a broad range of executive, managerial and leadership training, plus continuing opportunities for professional development.

Once a year, CHR announces each program separately (if funds are available). There will be a panel to select the most qualified employee to represent the University. Aspiring Leader Program (GS 4-6) (LEAD7210L) $2,175 follow link for specific dates

Are you a motivated self-starter? Does your career plan include leading and working with self-directed teams? The Aspiring Leader Program prepares federal employees at the GS 4-6 levels for positions as team leaders, supervisors and managers.

New Leader Program (GS 7-11) (NLED7300L) $3,379 follow link for specific dates

The New Leader Program (NLP) is a six-month leadership development program designed to develop future public service leaders by providing assessment, experiential learning and individual development opportunities. The program develops future public service leaders by providing a solid training and development foundation of leadership skills and team building, which are enhanced by agency developmental experiences.

Executive Leadership Program (GS 11-13) (ELPG9000L) $4,829 follow link for specific dates

The Executive Leadership Program (ELP) is a 9-month nationwide program open to individuals at the GS 11-13 levels who have little or no supervisory experience. ELP provides residential training, developmental work experiences, needs assessment and career planning, which gives participants the skills, experience and exposure to move into positions of more responsibility.

Executive Potential Program (GS 13-15) (EPPG8400L) $6,879 follow link for specific dates

The Executive Potential Program is a yearlong competency-based leadership program designed to develop senior-level public service employees into more effective leaders. The Program is based on the Office of Personnel Management's Executive Core Qualifications (ECQs) and the Graduate School's Leadership Effectiveness Inventory (LEI).

Senior Exec Service (SES) DEVELT Seminars (GS 14-15)prices Vary

The Graduate School offers four SES seminars designed to help you position yourself for selection into SES. Each seminar reflects different key components of OPM's Executive Core Qualifications (ECQs) Seminars include:

  • Executive Survival Skills (EXEC9901L)
  • Leading People (EXEC9902L)
  • Managing for Results (EXEC9903L)
  • Washington Executive Seminar (EXEC9904L)



At Toastmasters, members learn by speaking to groups and working with others in a supportive environment. The USU Toastmasters club is made up of 20+ people who meet four times a month on Wednesday's at 12:00pm for about an hour. Each meeting gives everyone an opportunity to practice.

Toastmasters is the best way to improve your communication skills, lose the fear of public speaking, and learn skills that will help you be more successful in your career.
