Description: 
Neil M. Kirschner, Ph.D. is currently a Consultant (Volunteer) with the Center for Medicare and Medicaid Services (CMS) Innovation Center (CMMI). His activities are focused on the development of new primary care payment models to facilitate higher health care quality at lower cost. Prior to this, Neil served as a Senior Associate in Health Policy and Regulatory Affairs at the American College of Physicians. In that capacity, he wrote articles and policy papers on a wide variety of health care issues including primary care, care coordination, prescription drug abuse, behavioral health, health care transparency, comparative effectiveness, and payment reform. Additionally, Neil served as an American Psychological Association (APA) Congressional Fellow and subsequently a member of the professional staff of the U.S. Senate Joint Economic Committee and the House of Representatives’ Ways and Means Health Subcommittee prior to joining the ACP. Neil was also on the faculty of Bowling Green State University and was employed for many years as a licensed Clinical Psychologist and clinical administrator within a behavioral healthcare system in Baltimore, Maryland before entering into a second career in health policy.
