Biography

Colonel Francis R. Carandang was born and raised in the Philippines. Being the third of six children, he grew up in a family with a long line of dedicated military service to our country – father and two brothers, niece, nephew-in-law and uncles (USN), brother and uncle (USA), and brother and sister-in-law (USAF). He first joined the U.S. Air Force when he decided in 1995 to join the Uniformed Services University of the Health Science (USUHS) School of Medicine Class of 1999. Prior to his entrance into the medical field, he studied at the University of the Philippines (Chemical Engineering), the University of California, San Diego (B.S. Chemical Engineering and B.S. Biochemistry and Cell Biology) and the University of California, Berkeley (M.S. Chemical Engineering). He conducted research work in chemical/biochemical engineering in Düsseldorf, Germany, Göteborg, Sweden, and Basel, Switzerland.
Upon graduation from USUHS, he entered Pediatric residency at Keesler Medical Center, Biloxi, Mississippi. After completion of his residency, he served as a general pediatrician/Pediatric medical director at Altus Air Force Base, Oklahoma and Ramstein Air Base (AB)/Landstuhl Regional Medical Center, Germany. While stationed in Germany, he was selected as the Pediatric Consultant to USAFE/SG, providing research-based standards of practice articulated for eight command MTFs. In July 2006, in support of the Lebanon non-combatant evacuation operations, despite a crisis atmosphere that provided no warning or planning time, he swiftly executed his part of a highly complex rescue operation to accomplish the evacuation of over 15,000 American and allied citizens from Lebanon to Cyprus. In 2007, he was awarded the American Academy of Pediatrics, Uniformed Services Chapter East Air Force Outstanding Young Pediatrician award. Following his USAFE assignment, he moved to Stanford University Medical Center in 2008, where he completed his fellowship training in Pediatric Critical Care. He is currently board certified in General Pediatrics and Pediatric Critical Care Medicine.
He is currently the deputy medical director of the Pediatric Intensive Care Unit at San Antonio Military Medical Center, 959th Medical Operation Squadron, 959th Medical Group, 59th Medical Wing. In his previous assignment, he was the Chief of Medical Staff, 359th Medical Group, 59th Medical Wing, Joint-Base San Antonio-Randolph, Texas. He was responsible for the daily medical operations, ensuring delivery of the highest quality care by 103 providers and 362 personnel for 25,000 beneficiaries. His effort was recognized and earned him the 2015 Air Education Training Command (AETC) Chief of Medical Staff Commitment to Excellence award.
Colonel Carandang is married to Maria Sherry Ann N. Caimol, M.D. and they have two children: Aiden Francis and Daniel Luc.
