Biography

Dr. Hartzell is CGHE’s Global Health Engagement (GHE) Liaison for USEUCOM & USAFRICOM. In this capacity, he provides subject matter expertise, support and guidance in the CCMD’s global health engagement activities and programs. He also supports CGHE’s efforts by his range of knowledge and experience in other areas such as military public health, epidemiology, and veterinary medicine. Dr. Hartzell served over 25 years as a military officer, first as a USA Veterinary Corps officer then as a USAF Public Health Officer until his retirement in 2016. His last 7 years on active duty were spent in direct GHE activities first at Air Force Special Operations Command where he stood up the Air Force Medical Service’s first Irregular Warfare/Medical Stability Operations Division 2010-2011. This was followed by 5 years at USEUCOM as the Chief, Medical Stability Operations where he was responsible for developing, planning, and execution of USEUCOM GHE activities ranging from Wounded Warrior and amputee care program development in Estonia and Georgia, to NATO Role 2 medical capability capacity building in the Balkans and Ukraine, to assisting Partner Nations improve their control of MDR-TB in Romania and Moldova.

Dr. Hartzell has additional professional experiences outside the military ranging from 7 years working as a small animal/emergency veterinary clinician to 4 years as a field veterinary epidemiologist with the USDA’s Animal Plant Health Inspection Service where he led the USDA’s brucellosis and pseudorabies disease eradication programs in western Iowa. He also has a certificate in Geographic Information Systems from Penn State University.
